There was the complete novels plus short stories plus illustrations cheap for a shortwhile a year or two ago. Re-read all the novels then and the shorts which i'd never seen.

Perhaps it will come up again.

Where? Physical or digital? I know there's the giant physical hardback with illustrations (we bought it for my mother some years back), but as far as I'm aware it has no digital edition. You're forced to buy each book piecemeal if you want them as ebooks.

Plus, it seems like Books 3 and 4 have never dropped below $5, even going back to 2010:

The omnibus of Earthsea (with Charles Vess illustrations) is available in ebook form, but only in the UK from Gollancz. They also have individual ebook editions of each book, that have Vess's covers from the omnibus, but I think no other illustrations.

Well, dang, I would've gladly traveled overseas and paid full price for that, as it's very reasonable compared to the ridiculous $60 you'd pay in total for the ebooks at list price in the US.

I saw a tradeback of The Tombs of Atuan at B&N the other day, and it's a frickin' pamphlet in width.
