Sure. I get that. But those same plugins will also still work with 4.11+ They'll only stop working with v4.99 or higher if they don't get tweaked to handle python3.
The bottom line is that I see no good reason that currently working plugins should drop support for versions of calibre higher than 4.0 just to enable support for calibre 4.99+ (and even then, keeping their current minimum calibre versions at 2.0 wouldn't likely be a herculean task).
