Yes, also with no line-height set the font metrics should otherwise decide the spacing. Maybe setting line-height is OK for webpages, but IMO shouldn't exist in ebooks.
My Calibre conversion default settings remove it. Then even without adjusting Kobo GUI all ebooks look OK.
