Yes, also with no line-height set the font metrics should otherwise decide the spacing. Maybe setting line-height is OK for webpages, but IMO shouldn't exist in ebooks.
My Calibre conversion default settings remove it. Then even without adjusting Kobo GUI all ebooks look OK.

I agree. But a lot of eBooks do make the body text a smaller size then leaving it as the default size.

Graphic images to simulate text instead of an embedded fonts. Or graphic images to simulate a two column table.

Graphic images that are too small.
